The Australian Beverages Council Ltd (ABCL) congratulates Environment Ministers on recognising that regulation of packaging remains a national environmental priority and calls upon government to set clear a pathway for implementation of regulatory reforms.  

Friday’s Environment Ministers’ Meeting demonstrates there remains a commitment to nationally consistent packaging rules that improve environmental outcomes, however, the answer is not more open-ended consultation.  

CEO of the ABCL Geoff Parker notes these reforms have been discussed for many years, and it is now incumbent on government to set clear, practical timelines for reform that will deliver the certainty for industry. 

“The beverages industry has demonstrated that mandated Extended Producer Responsibility (EPR) schemes can work in Australia, and now the focus must turn to applying these principals to packaging more broadly and establishing nationally consistent rules,” said Mr Parker.  

“While the Circular Economy Roadmap has set a direction, it is now time for action. Harmonising the scope of container deposit schemes (CDS), establishing a national CDS portal and strengthening existing packaging regulatory arrangements are important steps that must set in motion coordinated reforms to packaging regulations.” 

The ABCL has advocated for nationally consistent packaging design standards, establishment of a national EPR scheme for non-CDS materials and investment in recycling and processing infrastructure to increase the quality and quantity of food-grade recycled material created and utilised within Australia.  

“A coordinated approach to reforms that reduces duplication, supports investment, and gives manufacturers and suppliers the confidence to make long-term decisions about packaging and recycling is critical,” said Mr Parker.  

“Effective reform will require genuine collaboration between governments, manufacturers, recyclers, retailers, and consumers. Ministers must move quickly to deliver an implementation plan, with clear responsibilities, timeframes, and consultation arrangements.”
