Shelving Packaging Reform a Disappointing Decision

The Federal Government’s decision to not progress reforms to Australia’s packaging regulations during this term of Parliament is a major setback for extended producer responsibility (EPR), recycling and investment. Australia needs a clear, nationally consistent framework to improve packaging recovery, support domestic recycling and give businesses certainty to invest in more sustainable packaging solutions.

The Australian Beverages Council Ltd (ABCL) has long advocated for nationally consistent packaging regulations. The decision to delay these reforms will instead entrench a fragmented state-by-state system, increasing complexity for businesses and undermining certainty for investment in Australian manufacturing.

CEO of the ABCL Geoff Parker said the decision was a blow to industry that has been united across sectors in supporting the need for progress of these important reforms.

“Manufacturers, packaging companies, the waste and recycling industry as well as environmental groups have been clear in their support for national reforms and this decision is yet another setback for Australian industry,” said Mr Parker.

“In the absence of national regulations, it is critical that state and territory governments work even more collaboratively to ensure that any proposed reforms are consistent across state borders and provide the surety for industry to continue investing in Australian manufacturing.”

The ABCL recognises ongoing cost-of-living pressures. Beverages are already the only consumer products fully covered by mandated EPR schemes through container deposit schemes, which have had limited impact on household budgets. Recent research has demonstrated that the proposed reforms would have a minimal effect on the cost of a weekly grocery shop.

The ABCL calls on the Federal Government to reconsider its decision and commit to a well-designed, nationally consistent EPR scheme and broader packaging reforms. These reforms can deliver better environmental outcomes while managing costs and avoiding unnecessary duplication across jurisdictions.
